Jacob P. Effinger (1822-1888) was a man who was born in Woodstock, Shenandoah County, Virginia. He contracted enslaved labor from white enslaver Elizabeth Govan Hill. A January 5, 1864, letter from Hill to Effinger discusses Effinger contracting the labor of a man named John, who was claimed in ownership by Hill. This letter is located in the Papers of John Staige Davis, MSS 1912. Effinger was married to Hester F. Effinger and fought in the 146th Regiment of the Virginia Militia during the Civil War. He is buried in Woodbine Cemetry in Harrisonburg, Virginia.
